Need a good alternative to MS Frontpage for company intranet

We’ve been using MS Frontpage for years to design and publish our company intranet to an internal web-server. Now we need to find something more current to replace this. It doesn’t have to be free, but I think something like Dreamweaver may be overkill. I’m looking for any suggestions for something simple to use that doesn’t require code to be written and that will allow me to have a development site on one server and the live site on another – in other words, no cloud.
