Need a utility that will *add* notes/pictures to current desktop picture

I’d like to be able to *add* a note and/or picture/graphic to the current (or possibly all current) desktop pictures — rather like someone putting a sticky on a monitor. Viewing the desktop (Command-F3) will not cause the notes to go away. The manual approach would be to edit the picture in a photo application (Photoshop or Affinity Photo for example) add the note or photo and save. I wonder if there is an application that facilitates this.
