need help opening port

I run a sam’s program on my computer for an internet radio station.
we have a request page that I am having a problem with.
This is the error message I keep geting:

Your request failed. Reason given:
Unable to connect to 192.168.1.65:1221. Station might be offline, or connection is being blocked. (Err#: 803)
