Need help with Network Issue

I’m a soldier deployed to Iraq, and I am having trouble with our network. I’ve set everything up in a typical star cluster, 1 server, 4 router/switches, and about 20 work stations. Access to the internet is fine (obviously), but the problem that Im running into is the routers are assigning Ip’s instead of the server. I’ve programmed each router to act as a switch, to allow the server to provide the Ip’s, but for some reason they continue to assign. Another problem (could tie in with the first)is, I can’t access(or see on my network) the other computers not directly attached to my switch. Its like they aren’t even there. PLEASE HELP. Thanks.
