Need to increase an image to 300 dpi

I have a fundraiser coming up for the 3 Day and had a wonderful graphic artist volunteer to do posters for the event. I would like to incorporate my pink ribbon shoelace in the design but have hit a snag. The image is in the public domain so that isn’t it. The problem is that it is a very small image and it isn’t a high enough resolution for the artist to work with.

I have done some looking at what is available on the web in a tool that will allow me to increase both the size and resolution of the image but to no avail. Does anyone know of a tool that will support what I am trying to do?

My machine specs- HP lappie, AMD Turion 64 X2, running XP Media Center because I should have ONE Windows box… until I get so sick of MS that I finally go full time Linux… Graphics by nVIDIA, 1G RAM. I also have an Open CD and a Puppy distro handy in case the solution runs in Linux.
