need to load soundcard after boot

I have old soundblaster pro card. Windows 98. It’s not recognised after bootup. Have to manually add card( via add/remove hardware, non PnP route)after each boot.
Tried removing/reinstalling driver and overwriting windows. Tried multimedia options.Yet no conflicts apparent.
