Net Logon in standalone WinXP machine

I’m sure this is a stupid question with a simple solution, but I’m stymied.

I want to get rid of the list of users that XP displays at start up, and just require the old winlogon, (or netlogon), dialog box. Essentially I want to be able to logon as administrator, which I cant currently do as the logon screen only shows me a list of user names. I can runas administrator, but I cant runas and launch control panel,(it says attempting to start control panel, and then just doesnt). TechNet offers a simple solution to change the logon behavior, assuming you can already logon as administrator.

Any help would be much apreciated.
