net send sending w/ service disabled

I am trying to stop net send messages from being sent, but even with the messenger service disabled I can still send and recieve messages. I’ve tried this on 2 different machines and no luck. I could restrict access to the net.exe file to prevent sending messages, but I wanted to know if anybody had a clue to why messages can still be sent w/ the messenger service disabled
