Netgear FVS114 “over” ARP’ing ?!?!?

I have a low-end FVS114 on my inside of my company network (not connected to the Internet – just to provide temporary firewall access between two physically separate networks) – the issue is I am seeing the FVS ARP’ing it’s %^& off on the inside interface! Packet capture shows it ARP’ing for addresses that it already has in it ARP cache continuously. Any ideas how to stop this? Thanks.
