Netgear Modem/Router Not getting send and receive

Hello. I have cable internet. I have a new Netgear wireless modem/router. Power light is on, cable light is on, and wireless is on but the send and receive lights are not on. I detect wireless perfectly on my laptops. It just wont go to any websites. I think the send and receive lights have something to do with it. I have had the cable company reset the modem from their side and I also have reset it my self. Also the cable company says my “levels” are perfect. As of right now i do not know what the model number is cause im at a different location. BUt any tips in the right direction would be great. Thank you so much.
