Netstat and Windows NT4.0 server

When I logged onto our WinNT 4.0 Server, I had the following error message popup:
“running low on virtual memory”
When that window finally closed, the next message was:
“NETSTAT.EXE – DLL Initialization Failed
Initialization of the dynamic link library
c:\winnt\system32\user32.dll failed.
The process is terminating abnormally.”
This server functions as a print and file server.
It is uptodate with patches, etc. How or What would cause this program to run? Thanks.
