Netware NTP

We want to use the NTP time server service. We access the internet thru our ISP and run behind the firewall. Our ISP ask if our Netware Server can use socks4 which i have no idea about that. We are using Netware V4.2.
Does anyone can tell me if V4.2 also use the NTP service, and info about socks4 ?
