NetWare password enforcement

NetWare, being a good product, did not come with too many options for password enforcement.
Is there a product/plug-in that will allow us to enforce that password:
1. be case-mixed
2. don’t resemble userID, or user’s Full Name
3. don’t follow any pattern (e.g. 1234567, abcd)
4. is not any well know name (daughter’s, dog’s, etc.), or perhaps, if such product will allow to have a master list with passwords that are not allowed.
