Network Bandwidth Monitoring Tool

My boss recently asked me to find something to monitor the bandwidth being used by everyone on our LAN. He wants something really cheap, the only I have found so far that is pretty cheap and actually goes out and finds everything on your LAN not just your traffic on your local PC, is LANScan Traffic View. Does anyone know of a better tool? Thanks for the help.
