Network Card Loses Static IP Address

I have entered a static ip address on a users windows xp computer by going to the Lan Connection 1/internet protocol properties/general tab. After I enter the static ip and press ok I get a dialog box that tells me I must reboot to accept this change. When I reboot the machine and check the ip address it has reverted back to obtain an address automatically I have also disabled the dhcp client on this machine.
