network design!! Pls Help!!!

hi,l’m a newbie in networking enivronment. l like to know where can l find information on the following:

1)when designing a network what are the thing to look out for in term of IT policy, network management strategy, anticipated network growth
2)how business operation is affected when network/server is crash/down. what kind of hardware/software is avaliable to counter the problem

3)where can l find hardware/software, cost and support information regarding remote access?
