Network Monitoring

I’ve currently been asked to monitor a network with approx. 4000-5000 nodes. We currently have no monitoring equipment in-plant, and are experiencing problems with duplicate IP addresses. Until we buy the appropriate software, are their any perl scripts or free software that can resolve IP addr. routes, including IP addresses of the connected switches?
