network monitoring

i am having a 6mbps internet connection, my isp given us 10 public ips and i have 10 systems i am directly connecting those systems to net by using those 10 ip address , but i want to monitor & control the net activity and downloads of those systems but i don’t want use proxy server because i frequently use rapid share , pls give me suggestions how to do this ?
