Network Neighborhood in Win98 SE

I’m trying to setup a dial-up connection to my workplace so I can troubleshoot computer problems from home. My Network Neighborhood icon has disappeared from my desktop. I looked at TweakUI and I have it set to display the icon on the desktop. Isit possible to access this feature thru the start menu or somewhere else for that matter?
