Network Neighbourhood Icon

I am wondering how to restore or bring back the network neighbourhood icon. One of our tech. personnel tried to lock down internet explorer on some of our workstations and in doing so we lost our Network Neigbourhood icons. The computers can log onto the network ok.

Any ideas on how to bring that back?

I have tried removing the client for MS Networks and reinstalling it and that did not work.
