network slowdown

I have a peer-to-peer network with approx 20 clients. From my understanding, with a peer-to-peer, we should have a max of 10. Is this going to cause a slugish network connection? (We have not gone to a server based network yet because of cost.) Also, can screensavers cause a network to slow down?
