networking Issue

I am having an Dell Laptop, am able to connect to the net,logon to the domain but unable to download mails into my outlook thru the LAN nor thru Internet using data connection PCMCIA Card. The error given is timeout, tried increasing the timeout interval but in vain.
I am not able to self ping.

Pls. help
