Networking Services not working

i have a domain of 150 pc’s , one of the PC is not working , well the the problem is i can ping that pc and others can also ping , giving reply, but i cant see networking properties , or i cant see any computer on network. neither i can change ipaddress nor i can see network connections, as networking services also running . couldnt make sence , any one can help………i am a administrator of network……even i have rights but the problem is same…
