Networking tower and laptop – again

I’ll try to rephrase my previous question as I think it was confusing. I have a laptop connected wirelessly to the internet. I want to be able to use my pc’s tower as an external hardrive where i can store files. My questions are as follows:
1. Can I view and manage the contents of my tower’s hardrive on my laptop if configured correctly? (allowing me to managae files and download directly onto the tower’s hardrive, more specifically can I use the laptop as the screen for my tower?)
2. does the tower need its own internet connection to do this?
3. If possible what type of hardware is needed?

Please note that I’m really new at all this and step-by-step help would be greatly appreciated! Thanks!
