new computer build, starts up for 1 sec then stops

Just build my first computer. When i push the power bottom all the fans starts up for 1 sec then stops but the LED on the MOBO is still on. Then I unplug everything and just leave the RAM,MOBO, and fan then i press the power bottom again and the fan still just starts for 1 sec then stop.
Can anyone help me? please
