New HDD stops at setting active part.

New HDD during “fdisk” says “No partitions are set active-disk one is not startable unless a partition is set active.” Hitting option 2 to set active partition, the screen “Current fixed disk drive:1”. i cannot make any changes or set an active partition. Can anyone guide me on this?
