New Network Connection VPN Greyed out

All of my XP SP3 machines have the VPN choice in network connections greyed out, is this the result of a windows update? I have tried all of the fixes that are currently out there and nothing works. It will not let you re-install SP1 if you have SP3 installed. Do you have to roll back all of the service packs and start over?
