New Remote Office

I have an Office with 150 users on a Windows 2003 Domain using Active Directory. I need to Update a remote office for 12 people. The Office doesn’t have AD. There is a sdsl connection between the offices with a VPN firewall. What is the best way to incorporate the remote office with the Headquarters?
