New SATA HD install issues

I purchased a new HP Pavilion with Vista to operate a CNC (computer numerically controlled) machine. My CNC software is not Vista compatible but will be eventually. I was told to buy a new HD, unplug the existing and hook up to the new HD to install a new edition of Windows XP Home. I cannot get the computer to recognize the new HD or CD-rom to do the install disk that came with the HD. Both HDs are identical SATA units. I’ve made the CD the first boot but it comes up with no driver found. Help.
