New surewest Router wont link, Help.

We replaceing our surewest router, with another of the same moddle. the problem is that it will not link correctly. all the lights will come on, and per the instruction manual everthing should work. it doesnt it still will not get a mac address, so we can not connect to the internet. what could we do to fix this, so it will connect?
