News mobile application

Hi – I am developing a news app that will show news/articles fetched from RSS feeds. So, can someone advise on the below mentioned?
1. Do I need to pay a subscription/fee if I consume the RSS feeds and display those in my app (like feeds from reuters, foxnews, nytimes etc.)

2. Are there any additional permissions I need from legal perspective if I plan to monetize my app with in-app ads. like from AdMob or AdSense etc.?
