No access from floppy drive

I have been having problems with my floppy drive. I cannot access any floppy disks when they are in the drive. I have replaced the floppy drive with a known good one and still the same problem. If the floppy controller on the motherboard is bad is there a fix or must I change the motherboard to correct this problem
