no dial tone

i have just installed a modem and it seems to work fine from the device manager and when i run the more info in the diagnostic tab of the modem properties in the control panel it works and gives me feedback but when i trial to dial my isp it says there is no dial tone and i tried the suggestions in the troubleshooter and still nothing
