No log in prompt at boot

I am trying to set up a home network and have windows 98 and a windows ME machines. The 98 was a breeze but the ME doesn’t show a network log in at boot.
I have uninstalled the microsoft client and reinstalled many times. The sharing is set up right. The device manager shows that the card is working.
What am I missing?
