No Logon to 2000 Dom. aftr install DC#2

After installing a 2nd DC in a Win2K domain, Windows 98 clients can not logon to the Domain. They get a “bad password or access to the domain has been denied” message. If I take the new DC off the network for a moment, they can login perfectly. How do I keep my “backup” DC, and also eliminate the login issues?
