No Mailbox created with new user – HELP!

Recently when I create new users in SBS2003, their mailbox isn’t being created. Anyone know how to resolve this? Also how do I create a mailbox for the new users that don’t have them?

I posted this in E-mail admin too since i wasn’t sure if this was an exchange issue or SBS2003 issues.
