No training for IT developers and techs

I work in an IT shop that provides no training for its’ employees. We are expected to teach ourselves via websites and reading to do the most up-to-date source coding. Needless to say, it takes a long time to get stuff done.
We want to write a proposal. The proposal will ask the employer to pay 50% and allow us 6 hours/week to let us take classes at a local college for the languages and software products we need to use.
How do I word the proposal?
