NOC SOP

We are installing a government wide network, connecting all gov sites in the capital and sites in 20 atoll capitals and we need to formalise our operations in running this network, therefore would appreciate if you could provide to us a standard/sample SOP for running a NOC or any materail that will guide us in developing an SOP for our NOC.
