Not able to create server user accounts from User A/c Sec in the Ctrl Panel

Hi,

I am not able to do the following :

1. I am using a win xp os. After I login I open the control panel window from a user’s login.

2. Then i click open the User Accounts section.

3. After this I click the browse section under the ADD NEW USER category.

Here I am getting a problem stating that:

The program cannot open the required dialog box because no locations can be found. Close this message and try again.

I do want to know how can I help this situation. Kindly do help.
