Not asking for password.

I have a PC on a network that is not prompting for the logon password. I have deleted all the pwls both file and system.ini entries, deleted and reinstalled the NIC driver and Client, and Ive updated windows as far as it goes. Ive also checked the registry using norton windoctor. Anything anyone can add would help.
