“not authorized to log in to this station” when trying to join a domain

I’m trying to join a Server 2003 Enterprise machine to a Windows 2000 domain, with the domain controller running 2000 Advanced Server. When prompted for an account authorized to join the domain, I use the proper Administrator account and password, and then I get the error “The account is not authorized to log in to this station”.

I have added the computer to Active Directory on the server. On both servers the following local security settings are configured:

* Microsoft network client: Send unencrypted password to third-party SMB servers: Enabled
* Microsoft network client: Digitally sign communications (always) – Disabled
* Microsoft network client: Digitally sign communications (if server agrees) – Enabled
* Microsoft network server: Digitally sign communications (always) – Disabled
* Microsoft network server: Digitally sign communications (if client agrees) – Enabled

Any idea what else could be causing this error and how to fix it?
