Novell VLM

Have a client running a Novell network and the workstations are running Windows 3.1, yes 3.1. The VLM was loaded into the high memory area, but now something has changed and the VLM is showing the conventional memory area. How do I get the VLM back up into the upper memory are. Does this VLM get loaded from the Startnet.Bat file. If so can I just go in there and tell it to load high.
