NT 4.5 SBS console

I have a problem with a NT 4.5 SBS server (SP6a) I can no longer access the SBS management console.
I have followed the Microsoft Knowledge base article 222531 and reinstalled the console and everything appears Ok until I restart the server and then the old problem is back again. When I try to access the console from the start menu, I get the error ‘page cannot be displayed’ like the error page that you get when you type in an incorrect URL. I can browse HTML pages on the hard drive so I know Internet Explorer is Ok (V6) but I am not sure how to check IIS or even if I need to. Can anybody suggest something else to try?
