NT Server Thinks the wrong server is PDC

I have an NT server and I’m simply trying to fix a license issue. In Server Manager of the NT server it shows a print server as the PDC and my PDC as the backup. As a result I can’t connect to the Domain in License manager. My Domain has a Windows 2000 DC.
