NT TSE installing Project 2K

I am trying to install MS Project 2K on TSE. I have used the termsrvr.mst file I downloaded from Microsoft but during installation I get error messages. Each error message talks about not being able to modify file and I should check permissions onthe files in question. I have and still does not work. Any experiences with this install and how you avoided. these security issues would be helpful.
