NT User Privlidges

How to I give users rights on an NT Workstation to adjust the clock? (What registry key is it?) what I’m trying to accomplish is using the NET TIME/S \\SERVER /Y command to have all the times in sync with each other.

What is the registry key to disable in 95/98/NT:

Control Panel
Start Button
Drive C:
Drive A:
Run Command
Display Properties (so they can’t add screen savers)
