NT Workstation

Bueller?
I am running Personal Web Server on a NT Workstation. I understand that one can only assign 10 users at a time to this workstation. I presently have a problem that when 10 users are hitting that workstation it locks access and bumps the other users from accessing the web page. Is there a work around this limited amount of users accessing the workstation? My workstation is residing in a NT domain running the Personal Web, a web based application and another application that is attached to a file on that web based application.
