NT4 Domain Flaky

I am having an issue with a NT4 domain. It works fine then all of a sudden you can’t authenticate to it. Error message is “No windows NT domain Controller is available” I reset the server service on the domain controller and it starts working again. Any clues where to look would be appreciated.
