NTVDM.exe quits when starting a 16 bit app in win 2008 server

when trying to start a 16 bit app in win 2008 server, NTVDM.exe (MS’ 16 bit virtual dos machine) stops running with error code 1000. Anyone heard of this? Is there a fix?
