Number of INODES

I’m using a content management tool that will require a high number of inodes on my filesystem. My understanding is that the maximum number of inodes is fixed on creation of the file system.
My question is this: do you have control on how many inodes you can create? Or it is determined by your disk capacity – and if so what is the ratio of # incodes / GB?
